He has directed the Archipels collection in Oceania and co-founded, with Wallès Kotra, the Itinéraires section. He is retiring in a few weeks; a return to a career focused on documentary filmmaking.

When and how did you start?

It seems to me that I start or restart every morning (laughs). In our profession, one must have the humility to say that every day is a new experience and therefore a learning process. That is what is wonderful. We question ourselves every morning! If we are passionate, we never get tired. It has been 42 years since everything began. My journey: print journalism, F3 then RFO and FTV in the overseas territories where I am today, after a long stay in Southeast Asia (where my father was a diplomat) and then in Latin America after my studies. I have been a bit of a nomad in the overseas territories. In Guyana, Martinique, Guadeloupe, Tahiti, St. Pierre and Miquelon and Wallis-and-Futuna, before returning to Polynesia and then to Caledonia. I am now the editor-in-chief of the magazines on the channel in Nouméa. This means overseeing, in conjunction with the local stations, a portion of the documentaries and magazines produced here and in the Pacific basin. At the same time, I was able to manage the «Archipelagos» collection in Oceania on behalf of the Pole Outremer. I think I have an extraordinary chance to do this job.

What were the objectives of creating the documentary series and then Itinéraires sur Nouvelle-Calédonie the first one starting in 2011?

Clearly, the goal was to show and hear what the Noumea Agreement meant in 1998 as the expression of a «common destiny» for everyone and a «living together» for everyone, before giving themselves a «common future». At the time, the enthusiasm was great, and even though these terms seem a bit outdated in public discourse and civic discourse today, we needed to translate «in images» a project of society that involved all the communities of the country. From then on, the editorial line was clearly to highlight the identity and cultural «springs» of our societies. To put history and traditions, cultures and ways of life in perspective in a context, admittedly a bit dogmatic, of decolonization. A decolonization understood in the systemic sense of the term is certainly well known. The challenge was immense: the Caledonians had to identify with our films. The first major co-productions are being launched in partnership with a professional channel that is still fragile. This is to meet a challenge: to be present every week on NC La 1ère.

Do you remember the first documentary broadcast on Itinéraires?

For me, the first strong film, which remains in memory, is undoubtedly: La Monique, a Celtic wound. Released in 2012, the film was included in the best of the 10 years of the show the year before. It says a lot about the influence of a shared memory in the construction of a country. For those who might not know, the wreckage of this smuggler who disappeared in 1951 between Mare and Grande Terre with a hundred passengers on board has never been found. This story of an unfinished grief creates a bond of unimaginable strength between the families of the missing. They are from Mare, Lifou, Grande Terre. This quest for a place of solace for the families and descendants of the victims of the shipwreck continues. It is planned that the search will resume in the near future. This first film perfectly fits the ambition of originality intended by the departure.

Ten years later, what has been the evolution of the documentaries broadcast?

The ambition has become much more focused on connection, social utility and proximity. Today, the goal is to address the major social issues of the moment through documentary writing. Although we are currently experiencing an institutional transition period with its sometimes perverse effects on the common good, here too we live with the everyday questions of all times. The major issues of the moment are pressing: around the economy and work, school and youth, health and social protection, housing and our mobility. But Itinéraires also aims to be a vigilant window on the climate and the protection of natural environments, including our maritime domain, on the violence of all kinds, including delinquency and domestic violence. We want to support the concerns of the moment for all generations. Recently, several films have captured the public’s attention: Covid Blues about the pandemic, Délinquance about youth in our neighborhoods, I Love Who I Want to Be about homosexuality, and Destins brisés about the fate of the Japanese in the Canal Islands during the Pacific War. This is all the link we want to emphasize today. You can see it: the spectrum is wide and it wants to meet the expectations of all the generations who are watching us.

Did the creation of a special slot in the channel’s lineup have an impact on the audiovisual sector in New Caledonia?

One might think so because the local industry is strongly associated with our productions. Producers, directors, authors, and technicians compete with one another for imagination and talent to meet our requests or to propose their ideas or creations. Today, the professional industry contributes to more than 80% of the documentary offerings on our linear and digital platforms. It represents a turnover of several hundred million francs and hundreds of direct or indirect jobs. Moreover, it can now rely on a support fund endowed with a budget of 120 million francs. Furthermore, we should mention the emergence of new broadcasters such as «Calédonia». Our young competitor is doing a good job, and we should not forget Canal-Calédonia, which contributes to the documentary effort in the territory. So indeed, the broadcaster we are is a strong contributor to the consolidation of the audiovisual professions.

How was the Archipels collection born and what were its objectives?

This collection is a long story and, above all, the adventure of an entire team, brought together today within the Outremer hub. Over 500 films have been produced or purchased in 20 years. The ambition is simple: to tell stories of women and men in our different regions and basins. But not just any story, not just any way of telling it! There must be a point of view. It is the ultra-maritime gaze that prevails and imposes itself. For a time we called this the «counter-story». Most of these films display the ultramarine singularities on the hexagonal or international screens. In Oceania, 8 to 10 «Archipelagos» documentaries are produced every year to be broadcast in our country and in the other basins of the Outremer hub. This was for a long time – and without boasting – the flagship of our society with the ambition to break with the clichés and ideas received about our islands. If I had to summarize, I would say that we need to break with prejudices without arrogance and offer a counterpoint without dogmatism regarding the sometimes tumultuous and complex relationships of the Outremer with mainland France.

Is the closure of France Ô in 2020 a failure?

This page has been turned. And I’m not sure it’s very productive to go back to the arguments of that decision. In any case, this is not a «failure» attributable to the chain’s teams. No professional worthy of that name is satisfied with a black screen. The company has bowed to a decision by public authorities whose actors will say that their initiative was legitimate given the audience figures and the notorious reputation of FO. The project was to display the outremers on the public service channel in a different way. Today, this step has been taken and the truth is that this «visibility» effort is being carried out effectively by the teams of the pole through the channels of France Télé. In the opinion of everyone, the bet is on the verge of being won around Sylvie Gengoul and the teams of Luc de Saint-Sernin. In all cases, as a manufacturer and distributor of films in Oceania, I am now part of this and the local production industry will reap the benefits.

In what way does the documentary, in a general sense, have an impact on society?

It shows real life. It tells true stories. Stories that happen to «real» people. Whether they are ordinary people or «extraordinary» ones, whether they live on the corner of my street or on the other side of the planet, the documentary genre is a concentrated source of authenticity. It takes its time to narrate us small everyday stories or to tell us more about the events that shape the great story. It takes us along, warms us up, makes us laugh or cry. The documentary makes us discover distant horizons and meet people. It makes us empathetic towards the anonymous and the invisible. There is a phrase that I often repeat behind Wallès Kotra regarding Oceania. It says this: «In our regions, the documentary makes our tiny and scattered islands visible. And that is exactly why FIFO is so important!»

Article written by Lucie Rabreaud

Patrick Durand-Gaillard est rédacteur en chef des magazines de Nouvelle-Calédonie La 1ère .
